Chimney to "no-where"

10 years ago 2 new gas fired boilers where attached to this chimney; the installation was inspected and approved by the municipal inspector. Only problem was this is not a chimney but a hollow brick support for the antique wood frame. What you see looking up from the cleanout door is the wood structure completely blocking this "supposed" chimney. Fumes have been escaping into the basement for years. YIKES!
